What is free seat? Depends upon the college if college accepting donation then you'll get free seat or else you have to appear for entrance exam before getting into mass communication college.

I am from Quantum university and yes there are seats available for B.A. Journalism course if you want to take admission at Quantum university firstly you have to complete you registration and than you have to give an entrance exam and finally if your name is being selected than you will receive a mail or a call and after that you can submit your fees to complete your admission.
