Here's some information about the cutoff for M.A. in Sociology at North Eastern Hill University (NEHU) Shillong:
"To be eligible for admission to NEHU Shillong's M.A. in Sociology, you need to have at least 50% marks in your Bachelor's Degree or Masters' Degree in Science/ social sciences humanities, commerce."
The university accepts the Central University Entrance Test (CUET-PG) as the entrance exam for admission to postgraduate programs.

Yes, you are eligible. To be eligible for the University Grants Commission – National Eligibility Test (UGC NET) exam, the candidate has to score a minimum of 55% aggregate in a Master's degree pr Equivalent in a relevant stream from any recognised university. Candidates currently in the final year of a master's degree are also eligible for the exam.

The admission requirement for Rabindra Bharati University, M.A. in Sociology is rather standard and normally require the students who want to be admitted for the program to score a minimum of 50% in Undergraduate degree in Sociology or any other related field. SC/ST/OBC category students need least 45% percentage to get an entry for the examination. Selection for ordinant quota, which has a large portion of the total seats , is done on merit basis for other groups and there is an element of entrance test , on and only if there are more applicants than the number of seats.
