It is not necessary, but after doing graduation in any specialisation programme, you get more value and scope in comparison to class 12th or 10th pass aspirants. If you have no B.Tech degree then you can go for various short-term certificate course by which you can learn more about this field because, for a job, you need to have a proper knowledge about the field.

It will help if you have some background of IT in 12th, when doing engineering. But which branch you will get in the admission process entirely depends on how you score in CET conducted for admissions to engineering colleges. Better the score, better the chances.
