You should request for accommodations before the late registration period ends. However, you yourself cannot submit the request for a special accommodation for your ACT exam, it can only be done by one of your school officials through the Test Accessibility and Accommodations (TAA) system.

If you make a change to your booked ACT exam date or are registering in the late period of national test date. You will be required to pay an additional late registration fee for the ACT exam. Late registration fee for the ACT exam is USD 40.00.

If you change your plans, you pay. The change fee is usually about $48. It might be different in some countries. You must do this through your MyACT account. Do it before the deadline or you lose the money. It is annoying to pay extra. So try to pick the right date the first time.
