Yes, caniddates can take direct admission at University of Liverpool, Bangalore if they fulfil teh eligibility. The eligibility requires candidates to score certain scores in last qualifying exam. For taking admission, candidates have to submit academic scorecard, Statement of Purpose and fulfil English proficiency criteria.

Yes, a GPA of 4.0 means that it is near perfect for Cornell University as an Indian student. It already puts students in the top-tier category of applicants academically. Although for Ivy Leagues like Cornell, Indian students need more than just good grades to get in.
Please note that admissions are highly competitive with acceptance rates dropping as low as 10% (unofficial source).

For admission to the MSc in CS course of the Uni of Madison, GRE score is not required. But the university can consider this if the score is available. A Bachelor's degree in Computer Science or a related degree is required. Also, some programming experience is required. Other application materials that are required include-
