Yes - Oxford is open to international students for most of its scholarships. The Oxford-Richards award itself has no nationality restriction.

Generally, scholars may not receive funding from two Oxford-administered scholarships simultaneously. However, external awards (such as a government fellowship from India) may be combinable. You should declare any other funding offers and seek guidance from Oxford's Student Fees and Funding team.
