For admission to Eastern New Mexico Uni, Indian students are required to have passed high school. SAT / ACT scores are not required for admission. Those who want to take admission to Graduate courses of ENMU must submit a Bachelor's degree.

Very few reject IELTS completely. Almost all English-speaking countries accept it. Some universities in the US like TOEFL more. A few visa types in the UK need the IELTS for UKVI version only. In rare cases, countries like Japan or South Korea may prefer their own tests for some programs.

No, not exactly the same. Canada and Australia accept it widely for both study and immigration. The UK uses it for universities and some visas. The US takes IELTS but many universities prefer TOEFL too. New Zealand accepts it for study and work visas. Always check the exact university or visa rules.
