Hi,
Stanford has limited scholarships for international students and based on financial background. You must notify this to the university. Also gaining admissions into Stanford is highly competitive. Please check the scholarship section of Stanford university website for details.

Hi, chances are low basis your grades and your IELTS scores. I will strongly suggest you to retake IELTS. Also contact the universities/colleges before applying. Keep other country options open as well.

Hi,
Universities don't mention any cut-offs explicitly on their websites. As a general practice an upper first class is recommended, 75% is ideal. If you are looking for Bachelors you must take the SAT and a score 1450 and above is recommended for a top university.
