Yes, Caltech is home to a number of Indian cultural clubs & societies, with the most prominent one being the Organization of the Associated Students of the Indian Subcontinent (OASIS).

Yes, Caltech provides all-round support to all its international students, as part of its International Student Program (ISP).
The Caltech ISP program provides guidance on visa acquirement, employment authorization, travel guidance, visa delay assistance, community building & support with taxes in the US among other things.
