There is no single GPA requirement for all sorts of courses and programs. For example, to pursue the University of Melbourne UG courses, international students are required to have a minimum of 75 to 93%.
For the postgraduate programs, international students may require more than 75% in a relevant UG degree. There may also be a case where for some courses the applicants may require a different GPA or percentage.

The 48% rule at the University of Melbourne is for Law school. According to this rule if a student gets 48% or above will be allowed to try and pass that compulsory subject with an additional assessment.
It is not really applicable for other subjects and courses but for the UMel Law School (JD program). So, this is for the students who have just fallen short by some marks.
