IELTS or English language proficiency test is required in the UK. You must write to the universities if you are planning not to take any test. It is very rare that they accept candidates without an IELTS score. Visa rejection chances are also going to be high.

Hi Sandeep,
Please request your friend to email the universities as some accept distance education degrees while some do not. Secondly, he must take TOEFL or IELTS and his grades will also be checked.

294 as a GRE score is very low for top ones. Utah State University, University of Denver or University of Delaware may accept you but check the application requirements. You should opt for universities below rank 40.

Hi,
Germany is very good for automotive studies. You can check universities like RWTH Aachen, TU Munich, TU Berlin, Heidelberg, etc. Visit DAAD website for more university options and requirements. The USA, Europe and Canada could be other options.
