Hello Sri Harsha,
You have an excellent CGPA and decent GRE score. Unfortunately it might not be possible for you to get into TAMU College station with a GRE score of 308. Also you have a plain profile, which might be a barrier for TAMU. Definitely you can try for Arizona and North Carolina universit

For admission, you need to appear for GRE and TOEFL/IELTS exam. For USA and Australia, you need over 70%, then you can get good universities. The course fee will be around Rs.28 lakhs to Rs.35 lakhs for USA. For Australia, it will be little cheaper.

You need 6 bands with no less than 5.5 after class 12th to study in Canada. To be very honest, even if you get an offer letter from college or university, still visa officer will not grant visa because of low score in IELTS.

For MS, it is quite difficult, you can get up to 70% scholarship. If you face any problem, then you can take loan from the university. You can opt for multiple scholarship options, but it is not easy to qualify in every scholarship program.
