If the GRE is waived, you must submit academic transcripts, degree certificates, resume, statement of purpose, letters of recommendation, admission essays, and English proficiency scores. With one component waived, competition may increase, so submitting a GRE score voluntarily can still strengthen your application.

No, not all programs in the University of Stuttgart are tuition free. Some programs like MS programs are tuition free, but most of the programs in the university hs the tuition fee of around INR 3L. The university is still considered alot cheaper as compared to other universities. Moreover, students can plan there expenses by different financial aid and scholarships options the university provides.
