Yes, you are totally eligible to pursue education from any state university. There is no restriction for open board to pursue regular program in higher studies. You just you need to clear the admission eligibility and process for the particular university.

For any query regarding transfer you should discuss with university personnel of Hindustan university and SRM , coz it's about their own rules and regulations relating to transfer from one university to another.
