First of all congratulations for completing your Diploma. B.Tech fees is to be paid every year, so you don't have to pay every semester. B.Tech in every colleges of Pune have their one fees structure. Following is the link for colleges in Pune, where you can check for the fees by yourself.

There are many colleges in Tamil Nadu, but among them there are two colleges, which I find is the best among them all:
1. SRM Institute of Science and Technology.
2. Anna University. You can search details about them in Shiksha. Com.

Admission criteria for Aeronautical engineering after 12th is mentioned below:
One must pass the qualifying exam i.e. IIT-JEE for admission into Indian Institutes of Technology (IITs), or the SRMJEE to apply to the aerospace engineering programme they have. The basic eligibility criteria for BE / B.Tech programme is 10+2 Science (Physics, Chemistry and Maths) with a fairly high percentage of marks in the aggregate. The placements in ITM Chennai are average as compared to other ITM, Navi Mumbai. The highest there is 7.2 L and average is 5.6 L there.
Opportunities are more in other colleges of ITM as compared to Chennai.
But it is not a bad option for starting this package is okay for starters.
