For admission into government medical colleges under Tamil Nadu State quota, your NEET score should be around 450. For private colleges, it should be around 300.

No, TNEA counselling is a single window counselling under Anna University and it is for those students who should have either studied till class 12th in Tamil Nadu or should be a native of Tamil Nadu completing class 12th in any state.
So, you are not eligible.

As per NIRF rankings 2017, Anna University has been ranked in the 6th or 7th position and after the top IITs like Bombay, madras etc. means after some IITs (top ones) Anna University is the better option.
It is a state government college so that it offers a lower fee and a better education with good placements. You need to have a good aggregate out of 200 in PCM like 197/200.
