Since you are an international applicant you should drop them an email or ask them online. Download the online prospectus. You must also note that currently the university is under some recognition turmoil so just be aware. You check Indira Gandhi National Open University instead.

Candidates are required to fill the Admission Application Form available on www.jmi.ac.in and filled in application forms be downloaded and submitted to CDOL, JMI/Study

10 +2 or equivalent examination in any discipline having 55% marks in aggregate.
Admission Process
Admission will be based on the CUCET (Central University Common Entrance Test)

Hi, the eligibility to apply is candidates should be graduates in a school subject from a recognised university. Candidates with at least 50% marks either in the Bachelors Degree (General) / or in the Master's degree in school subjects are eligible to apply. Yes, you are eligible. Yes, an engineering graduate as well as post graduate student can appear for the NET examination that is now being conducted by NTA on behalf of UGC. There are of course other criteria like minimum marks scored in the graduation or the post graduation level as well as the age of the candidates.
