Yes, degree or equivalent Diploma in education is mandatory for TGT and PGT government teacher.

Application forms for B.Ed can be obtained online from the official website of IGNOU. At least 50% marks in the Bachelor's degree are required. Candidates, who are trained in-service teachers in elementary education, will be eligible to apply for the entrance exam and further for admission or who have completed an NCTE recognized teacher education programme through face-to-face mode may also apply. This is a Master's degree or post graduation course which can be pursued after successful completion of B.Ed course. As you have done B.Sc. You first need to complete B.Ed. Direct admission in M.Ed I. e post graduation is not taken after B.Sc. Course
