No, you can't apply for M.Ed from RIE of NCERT. It is regular degree course. For more details you can see below link:

The application form of Rajasthan University PMET 2018 is available only in the online mode. Candidates can fill their application form for Rajasthan PMET 2018 from the official website. Firstly candidates have to register themselves then they commence filing the application form. Candidates are advised to provide authentic details during the registration procedure. Once, they have successfully submitted all the registration details a unique login id will be sent to the registered number or email address.

Candidates who are going to fill KSET Application Form 2018 must possess a Master's degree with 55 percent from a reputed and recognized university. Applicants who belong from scheduled caste and scheduled tribe have 5% age relaxation. If you fulfill the criteria, then you can apply. Thanks.

The minimum eligibility criteria for integrated BA-B.Ed and B.Sc-B.Ed courses is 10+2 with 50% (45% for SC/ST/PWD) from a recognized board. The B.Ed programme requires graduation in Arts/ Science or Engineering with 50% (45% for SC/ST/PWD) from a recognized university. Candidates who have passed 10+2 or equivalent examination in 2015, 2016 or appearing /appeared in 2018 are also eligible to apply for BA-B.Ed and B.Sc-B.Ed courses.
