1. You are teaching at the Primary School Level.
2. There are 23 years that you have given to Service in school.
3. UGC NET id an exam.
For College Teacher Selection/Eligibility:
The experience of School will not be counter, as experience in the Higher Education, because the classes you teach matter in Higher Education promotions. I shall suggest that if you have passer NET, get a Job in Higher education if possible.

If you belong to any category other than general category, you can apply for it. Otherwise, your percentage in B.Sc is not enough to apply for B.Ed.

Minimum 50% in graduation or post graduation is required to apply for B.Ed. If you have this percentage, then you can apply for that.

Minimum 50% is required to pursue B.Ed if you belong to the general category and minimum 45% is required for SC, ST and other reserved categories.

To pursue B.Ed, the minimum qualification is graduation or Masters with 50%. If you have 50% in Bachelor of General Law, then you can apply for that.
