Yes, you can do B.Ed. It will be easy for you, as you have completed applied psychology, which is a special paper in B.Ed, as child psychology or education psychology.

No, you need not do D.El.Ed again. It is for untrained teachers. At the same time, you can approach your authority to promote your level as you have done B.Ed.

No, it is not mandatory for B.Ed teachers. It is mandatory for those teachers who are teaching in school from nursery to class 8 without any training.

Perhaps you are asking about secondary level and higher secondary level teacher. As you have completed your Diploma in teaching, you can be a teacher from nursery to class 8th. It is not necessary to do your Diploma only from your state. You can pursue your Diploma from a government recognized institute, then you will be eligible for a government job anywhere in India.

I want to pursue B.Ed through IGNOU but I haven't done D.El.Ed because it is meant for elementary school. How can I go for it?

You have to complete your graduation with 50% marks to do B.Ed. If you have this qualifications, then it is your choice to do either B.Ed or D.El.Ed.
