If you have the required qualification and skills you can. Very high grades will be required. Check NASA and ISRO website for careers and requirements, see what type of profiles they hire. Nobody else can say if you will get a job, it will depend on your qualifications, potential and interview.

Please clarify your query. If you are not applying for studies in Ukraine you need not be interested to know about student work rights in the country either.

In education sector Ukraine is not so good as other European countries , Ukraine always suffer from some issues with Russia and their institutes are not so good as well . In india you can pursue your aeronautical engineering in reputed universities like IIT, PEC etc.
