Hi Narasimha,
Educational qualifications required to be eligible for Indian Forest Services exam are as follows:
1.Candidate should hold a Bachelors degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelors degree in Agriculture or Forestry or Engineering of a recognised university or equivalent.

Yes, you can appear for prelims and mains exams of UPSC even if you have not completed your internship, provided that you have cleared all the final examinations and can provide a proof of the same while applying for mains examination.

Yes, you are eligible for upscale exam because any student who did Bachelor degree from a recognised university can apply for UPSC exam.
