You will be a law graduate after completion of your degree and definitely you will be covering most of the polity syllabus in advance it means you are almost 15% to 20% syllabus is done. There is a huge difference in both the exams. UPSC is conducted by Union Public Service Commission for Grade A officer post and SSC is conducted by Staff Service Commission for Grade B post in central government. The competition is high in UPSC because approximately only 800 -850 posts are there and in SSC only 4500-5000 posts.

Yes you can apply for the civil services exam. Civil services exam requires a graduate and doesn't specify any particular course.
