The candidate must hold a PASS Bachelor's degree from any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University, under Section-3 of the University Grants C

It depends on which category you belong to. The upper age limit for OBC category candidates is for 35years and for SC/ST is 37years.

Upper age limit for obc candidates to appear for UPSC exam is 35years.

Eligibility can differ according to the pattern of examination but most of the exam needs graduation but also exams like NDA eligible to the 12th passed students too. Eligibility can also be differ for the age groups. Hope it helps. Thanks.
