Yes, you can get admission to the B.E. / B.Tech programs at Dr. Virendra Swarup Group of Institutions (VSGOI) even if you don't appear for UPTAC.
While UPTAC (Uttar Pradesh Technical Admission Counselling) is a common admission process for engineering courses in Uttar Pradesh, VSGOI also offers direct admission based on your performance in JEE Main or 12th-grade marks. No, it cannot be possible to get admission at Kamla Nehru Institute of Technology via UPTAC for the BTech in CSE program. For Kamla Nehru Institute of Technology, the required cutoff rank stood at 62136 for the General Home State category candidates.

BU accepts the admission from the students over world including the students from Indian states including UP and non UP students too.
Regarding the UPTAC it is the exam which is held to take admissions in technical colleges in Uttar Pradesh and non UP students can also take the UPTAC exam.

Other than JEE Main, Bundelkhand University admission to the BTech course is also based on UPTAC scores. Candidates seeking admission must have a valid score in order to be eligible for the admissions. During the Bundelkhand University UPTAC cutoff 2024, the last-round rank stood at 40914 and 1281371 for admission to the BTech courses for the General category students in the Home State quota. So, the assumed expected cutoff for the upcoming admission session 2025 will be ranged between 50k and 1300k.

Bundelkhand University UPTAC cutoff 2024 has been released for the BTech admissions. During the UPTAC last round cutoff, the closing rank for BTech courses stood between 40914 and 972865 for the General HS category candidates. So, considering both the last round, candidates scoring a rank of 100k is having higher chances to secure a seat at Bundelkhand University for top courses like CSE, ECE, EIE, etc. Tabulated below are the courses available under 100k rank for the candidates belonging to the General category under the HS quota:

Since your score for JEE Mains was 58 percentile which is a very less score . You can not get B.Tech colleges through JEE Mains. As far as UPTAC and CUET is concerned, there are not any B.Tech colleges more. You may try at State government colleges of UP like HBTU, MMMUT and With the help of CUET, you may try at some central Universities like BHU etc.
