UPTAC ranks are required for admission to BTech courses at the Dr. Virendra Swarup Group of Institutions. Yes, you can get admission to the B.E. / B.Tech programs at Dr. Virendra Swarup Group of Institutions (VSGOI) even if you don't appear for UPTAC.

While UPTAC (Uttar Pradesh Technical Admission Counselling) is a common admission process for engineering courses in Uttar Pradesh, VSGOI also offers direct admission based on your performance in JEE Main or 12th-grade marks. If you qualify through these routes, you can secure a seat without necessarily going through UPTAC.

No, it cannnot be possible to get admission at Kamla Nehru Institute of Technology via UPTAC for the BTech in CSE program. For Kamla Nehru Institute of Technology, the required cutoff rank stood at 63242 for the General All India category candidates.
