Yes,  FAFSA is applicable for Indian students if they meet the eligibility criteria such as holding a Certificate of Naturalization (form N-550 or N-570) or a Certificate of Citizenship (form N-560 or N-561) or a Documentation of Birth of Citizen Abroad (form FS-240, FS-545 or DS-1350). Even parents of Indian students working in the USA holding employment authorization can apply for FAFSA. Also, those who have a social security number or whose parents working in the US or those previously employed in the US who have a social security are eligible to apply for federal aid through FAFSA.

FAFSA is a cost-free application intended for receiving financial aid commonly referred to as federal aid from the US government or US state government for US citizens or eligible non-US citizens. To apply for, and avail FAFSA for Indian students, you will have to meet that eligibility criteria.
