Yes, America is a good option to pursue aeronautical engineering but you should not rule out the option of studying from India as well. India is a growing country in this field and people are getting very good pay as well. I can list down a few colleges I know of in India:
• Indian Institute of Aeronautical Engineering, Dehradun
• Indian Institute of Space Science and Technology, Thiruvananthapuram

You can't change college if you are thinking about abroad. The best option is to first complete your engineering degree with good marks & then going for MS from Germany. It will be better.

No, you can't opt for CFA along with MBA. You can pursue it separately, if it is required for your job, interest and future demand. CFA in India is offered by ICFAI Hyderabad. This course is designed with the consideration of Indian financial market. Whereas CFA USA is offered by some recognised training institutes from CFA USA. 63% in graduation is a good score. You could go for further education in abroad by first appearing for IELTS. You did not mention your course so, all I can say is that with this score, you are eligible for every academic and non academic courses.

The cost depends on variety of factors. The location of the university, availability of scholarship, etc. But, be prepared to spend about Rs.25 to Rs.30 lakhs.
