I think it will be the institution from where u r graduating. take a course from a top ranked institution. it might be a bit costly. write gre or GMAT.get good scores. apply for scholarship all the best .take a course tht suits u

Yes, you can pursue MS Finance. Financial background is not required but you must show interest and good quantitative skills You must also sit for the GRE and TOEFL for admissions.
