The process of applying for a visa will start after you get a Form I-20 from your college. While you are able to pay the SEVIS fee at any point throughout the application process, it is suggested that you do so before you start the US visa application process.
Once the SEVIS cost has been paid and a receipt has been obtained, you can complete a DS-160 visa application.

When your college sends you a Form I-20, the visa application procedure begins. It is advised that you pay the SEVIS I-901 fee before beginning the US visa application. You can fill out a DS-160 visa application after paying the SEVIS fee and receiving a receipt. It is an online application form. To bring to your interview, print the confirmation paper from your application. Make an appointment for your biometrics and an interview.
