If you have completed Diploma in any branch, then you have to apply for lateral entry counseling in Anna University. Only few places are available per branch. If you get good percentage, then it will very easy to join any college of your choice. Anna university will conduct lateral entry counselling after conducting regular students admission, so you might probably join one and half month later than, the regular class for second year had completed. Secondly you will get only few seats left in each branch, so the higher your score higher is your probability of getting seats in top colleges. Third important information is, you will be asked to join in the college the very next day after your counselling, so be prepared for that. Since you already are one and half month late to college, don't make further delays. That's the time phase where every important basics will be covered in class. As a lateral entry student, you will have to cover entire syllabus at short period of time, so before joining college I would recommend you to go through the syllabus and learn them before you join, this will improve your image and competence. Of course, yes, if you score quite well in your 12th examination then definitely will get a good college and a good branch for studying. As far as the engineering colleges are concerned Tamil Nadu government has disbanded any entrance test for this and has decided to give admission based on the marks obtained in the 12th examination. Hence, the more you score in 12th the better are your chances of a good seat.

There is a separate admission procedure for students from states other than Tamil Nadu(TN).
Selection is mainly through single window counselling system based on your high school. They see your PCM aggregate marks. Based on merit and as per first come first serve basis they can choose their preferred course from the available time/slot of counselling.
