Hi Pankaj,
Your board score does not matter here. The rank in the entrance exam will decide whether you can get admission in Mumbai University or not for b tech. But for non b tech courses, you will not able to get a seat with 59.8% in class 1

Yes, you could possibly get a work permit but you would have to submit proof from the employer that they are ready to employ you.
