Lok Sabha Passes IIM Amendment Bill, Paving Way for IIM Guwahati, second IIM in North East.
The Lok Sabha has passed the Indian Institutes of Management (Amendment) Bill, 2025 through a voice vote, clearing the way for the establishment of IIM Guwahati as the country’s 22nd Indian Institute of Management and the second in the Northeast after IIM Shillong.
According to the government, IIM Guwahati will be declared an “institution of national importance.” The Union Cabinet had approved the proposal on August 14, and the bill was introduced in Parliament on August 18 before being passed without discussion a day later.
₹555 Crore Allocation for Five Years
The institute will receive a corpus of around ₹555 crore spread over five years (2025–26 to 2029–30). After this period, IIM Guwahati is expected to be financially self-sustaining through its academic and research activities.
Mentorship and Campus Plans
The new IIM will be mentored by IIM Ahmedabad. It will initially operate from a temporary campus provided by the Assam government before moving to a permanent campus at Palasbari in Kamrup district.
Part of Special Development Package
The establishment of IIM Guwahati is part of a Special Development Package announced under a 2023 peace accord between the Centre, the Assam government, and ULFA. The move is seen as a major boost to higher education and management studies in the Northeast.
Assam Chief Minister Himanta Biswa Sarma welcomed the passage of the bill, stating that the presence of IIT Guwahati, AIIMS Guwahati, and now IIM Guwahati will position Assam as a leading educational hub in Eastern India.
With the passage of this bill, India now has 22 IIMs spread across the country.
