30th April, 2017 is the last date for registration of Articleship, if you want to appear for final in November 2019. As you have to complete your 2 and half year of your article ship before 31st October, 2019. To be eligible for giving CA final exam, you must have completed 2.5 years of article ship. So, if you want to give CA final exam in November 2019, you should get yourself registered by at last by 30th April 2017. Otherwise, your attempt will shift by 6 months.
