Hi Dhrumil,
You must check college-specific requirements and email them. It is better to directly contact them and share your profile with them and also show your interest. You must also see that you have a PGD already so you must draft your SOP and show them your interest and career plans accordingly.

Yes, of course, you can. If you meet all the requirements of that particular country and its university then you can take admission there. If you specify the country and institute then it would be better to provide you with more information.

Hi,
UK has some of the best universities for finance related programmes. If you are planning to work in the UK after graduating it might not work out since rules have become very tight for Indian students. Of course, there are no exceptions for bright students. Check universities like Warwick, Durham, LSE, Imperial College, etc.
