Here centralized admission happens through Chandigarh higher education and there is no exam for B.com.
You should secure good marks for the same in 12th.

Yes, PGD in accounting and finance course of one year duration is available at G. D. Goenka University, Gurgaon. Eligibility :- An undergraduate degree in any discipline from UGC approved university. In addition, applicants will also have to successfully complete a Goenka Aptitude Test for Admission (GATA) and appear for a personal interview.
