The cut-offs vary every year. It follows the rules of demand and supply. Greater the applications of students with higher score greater will be the cut-off. I won't be able to give you absolute figures of cut-off for each year but I'll give you a general idea. The cut off for ISC students for B.Com is around 92-94% while for evening, it's generally 0.5-2% higher than morning's cut off. For CBSE, the cut offs are around 1-2% higher than ISC.

Well in order to pursue B.Com (Hons) from DU, you need to be in top colleges if you look for placements. However, you may choose to take admission in a college ranked below the top colleges as the university itself has reputation in terms of education. You may also choose other universities such as BHU, etc. If you do not get through DU top colleges for the said course.

If you want to do CA, I would recommend that you do it from Delhi. There, you will get the best institute for CA. According to you, you can choose anyone.
