It's typical to get admission in a college affiliated to PU, but you can get admission in evening department of PU. You can also get admission in DAV College which is a private college.

Yes, you may. Different colleges under DU have different cut-off lists which have not been announced yet. For an idea, you can check previous year's cut-offs and merit lists.
