If you fail in any one subject, then your result is fail. With fail as result you can not apply anywhere. You can apply to BBA only after your result is pass.

According to your career goals, my recommendation will go for either Economics (Honors) or you can think of B.Com LLB or BBA LLB.
Through this you can get professional degree for your further career options if you are not able to crack civil services exam.

Well, I do understand about Maths but if you say no to atleast accounts, in that case, I would suggest you for change of fieldd at this stage only before you stuck at later stage. Hence, accounts will always be there in all sort of courses.
