Yes, BA in Economics is good for the one who is preparing for IAS.
The course will help you in all the possible ways. You will learn about Economics and this will help you to know the related facts for IAS exams also.

No, there is no subject choice in B.Com. These are the mandatory Subjects of B.Com:
Statistics
Accounting
Commercial Communication
Economics
Human Resource Management
Finance
Costing
Financial Services.
You will have to study all of these. There is no selection of subjects if you are going for Regular B.Com
In B.Com Honours, you can choose a subject.

You can try by Guru Ghasidas Vishwavidayalaya.
The fee is very less, nearly INR 20,000 for full course and the faculty members are good too.
You will get a lot to learn and numerous other opportunities as it is a Central University.
