It is according to the college you prefer. The low your CET rank is, the better chances you have.
Try scoring under 7000 at least for a good college.

Aircraft engineering includes study about flights, not about flying. So getting a flight license might be an integrated advantage, but that's not necessary. You should look up in the respective college's prospectus for that knowledge and insight.

Definitely, you will get a seat in UPES. Kindly wait for the counselling and choose from the programmes being offered to you. See you got 4512 rank, right? So, it doesn't mean that all aspirants who has a rank below 4512 will join UPES only, they may have taken different engineering exams and they may have got a chance in other colleges. So, probably you will get a seat, do not worry.
