Sorry to say but you haven’t cleared JEE Mains required cutoff. So, there is no way to get a good college for aeronautical. You may get admission in a private college based on your 12th percentage.

Almost all the government colleges provide B tech in mechanical engineering. I will name few government colleges which provide aeronautical engineering - Punjab Engineeing College, MIT-Chennai (Anna University).

No, it is not. Engineering doesn’t require any kind of physical fitness. You can take admission if you have problem with your health. Engineering does not require physical fitness.
