Most of the popular Indian colleges offering the BTech Aeronautical Engineering course give some sort of marks relaxation if you belong to any of the reserved categories. The relaxation in marks may vary from one college to another, but generally it is around 5%.
You should have your reserved category certificate with you at the time of admission to avail this benefit. Further, you need to upload a scanned copy of the same at the time of filling out the application form.

Well, this is a very subjective question. It completely depends on your interest areas and future career plans. Some might prefer to enter into the job market right after completing their graduation because it gives a sense of financial security at an early age making youngsters like you feel more independent. On the other hand, some people might prefer to pursue M.Tech in Aeronautical Engineering as it will give them an edge over others in terms of advanced knowledge and technical expertise.
You must assess your skill set and think about your interest areas in order to make a wise decision. Best wishes!
