Most certainly yes. Although, the seats in BHU for Agriculture through ICAR are less, you still have a quite good chance of admission. Your rank is AIR and not everyone in India has BHU as top choice.

B.Sc Horticulture is a niche course i.e., the course is very particular in its syllabus and mainly focuses on the Horticulture branch of agriculture. B.Sc Agriculture is a core course that covers all aspects of agriculture in brief including horticulture.

According to the college, fees are different. For ICAR, your fees is INR. 10, 000 per annum (central agriculture) for other state colleges, fees differ it may be INR. 30000- INR. 45000 excluding hostel fees.
