Most certainly yes. Although, the seats in BHU for Agriculture through ICAR are less, you still have a quite good chance of admission. Your rank is AIR and not everyone in India has BHU as top choice.

If the university is UGC approved, then the particular University is authorized to handover degrees to students.

According to the college, fees are different. For ICAR, your fees is INR. 10, 000 per annum (central agriculture) for other state colleges, fees differ it may be INR. 30000- INR. 45000 excluding hostel fees.

It would be quite tough to predict any college for you as your rank is quite low. You will not be able to get good college with this rank. But try for all rounds in counselling.

In terms of recruitment and stats, Visva Bharati is much better than BCKV. Moreover, people from various region wants to study in Visva Bharati due to its reputation. It is one of the oldest college and now, it is a university with national importance. So, the answer lies here. Choose wisely. Hope it helps.
