Both the courses are best in their respective fields. B.Arch deals with all sorts of designing structures and many more. Whereas, B.Tech deals with the rest other engineering fields as computer science, civil, mechanical, electronics, electrical and many more.

Agree with Dr. Navarun Varma, you need to take up IELTS. After that, you need to apply to universities in Europe which offer architecture course, if luck prevails then you may even get a scholarship based on your performance in entrance exams by universities. Go through the university websites for more detailed information.
