You must be accepted by the University to be eligible for the international undergraduate scholarship. These are merit-based scholarships so you must have had an excellent academic background with no backlogs. Read more here

It will depend on the university completely. Unfortunately, too many backlogs are there and very low grades. Visa chances are also quite low. You may contact a few institutes before you apply.
