You need to score high in GRE and IELTS/TOEFL. You can prefer TOEFL for USA and IELTS for UK.

You can go to Australia after applying under ELICOS because to study in Australia after 12th you need 5.5 bands with not less than 5 in each module. Since, you have 4.5 in one module you have 2 options i.e. either apply under ELICOS or else give the IELTS paper again. In ELICOS, besides studying your desire course, you have to study English in Australia to fulfill the language deficiency. The fee for studying English depends on college to college but don't expect it to be below 2 lacs. If you want to go for it, contact the agent. My cousin also deals in it. So, if you want I will give you the number. Her institute is in Amritsar.

It is 60% for CBSE board and at least 70% in PSEB, in order to go abroad and study in a college. But, if you want to get in a good university, then you need to get 80% in CBSE and 85% in PSEB. You have to appear for IELTS also.

As per those two countries requirement, your IELTS score is low. If you rejected due to your IELTS score, then you can retake IELTS and try to score 6.5 band or more.

Hello Prashanth,
Definitely you can study your desired course in Australia. For that you need to take up IELTS and score at least 6.5 overall with no band less than 6.
Do some research about the universities you are interested in and apply for the universities within the deadline. Majority of the Australian universities have 2 intakes i.e February and July.

Hello,
Applications for Spring 2018 will be available from March 2017. Australia and NZ have intakes mainly in Feb and July. So the applications will be available from February 2017 itself. Whereas, for US universities you can apply in April 2017 for Spring 2018 intake.
All the best.
