Yes you can appear for IPCC (both groups) but Articleship is not allowed along with graduation.

Dear Vinay, you can go for B.Com irrespective of this that you have done science in 12th.
But to understand the concepts of commerce you will have to practice the things more than commerce students.
These days, we have many options like B.Com regular, B.Com (H), B.Com (Professional) and son on.
