In all honesty, it depends on the pace of work done at your institute. There is a slight chance majority of your degree won't be completed at your own campus, but highly unlikely that you'll complete 4 years not being at your campus.
Again, it depends more at the pace of work and how fast the government gives out clearances to your institute. I have seen some work finished in a jiffy (I study at a government institute as well) and some which has been going on for years and is yet to finish.

We learn much harder and deeper in B.Tech and B.Tech has more importance then BE. So there is not much difference but B.Tech is somewhat greater than BE in case of studies and jobs.

If you want to pursue your education in IT or any computer related course then it is a good college for you. If you have some other options in mind then I should prefer you to look at some other choices available to you. Out of all the recruiters that came for campus placements in GEU, 70% of them are IT and computer application related companies. The course structure is good, campus life is awesome. Coming to the fee structure, I think it's too costly, you can afford some other good colleges of better standards at 70% fee as compared to GEU.
